Duterte OKs P3.5-billion additional 2021 budget for national ID system

President Rodrigo Duterte has approved the proposed P3.5-billion additional budget for the implementation of the national ID system in 2021, Malacañang announced Wednesday.

During the Cabinet Monday night, Duterte greenlighted the disbursement of additional funds to the Philippine Identification System (PhilSys) that will be used for the registration of 20 million more individuals apart from the 50-million initial target, said presidential spokesperson Harry Roque.

The government aims to provide national IDs to about 92 million Filipinos by the end of June 2022.
The pre-registration process for the national ID system began last October, covering around five million Filipinos from 32 provinces.

Signed by the President, the PhilSys Act or Republic Act 11055 seeks to provide a single national ID or a valid proof of identity for all Filipinos and resident aliens.

The national ID will be used to simplify public and private transactions, enrolment in schools, and the opening of bank accounts.

Last April, Duterte said the national ID could have sped up the distribution of cash assistance to poor families under the national government’s social amelioration program amid the pandemic.

The Philippine Statistics Authority, which is mandated to lead the PhilSys, earlier said registration of all households will start in January next year through the help of local government units and partner agencies.
