MANILA, Philippines – The Independent Commission on Infrastructure (ICI) on Wednesday, October 22, said that it would begin livestreaming its proceedings beginning next week.

ICI Chairman Andres Reyes announced this during a Senate inquiry led by justice committee chairman Senator Francis “Kiko” Pangilinan, as the panel held a public hearing on the Infrastructure Anomalies Investigation Act of 2025, which seeks to expand the commission’s powers.

“We will now go on livestream next week once we get the technical capabilities with us already,” Reyes said.

The ICI’s decision to stream its hearings is a welcome development. Prior to this, its policy not to livestream ICI hearings had drawn criticism from transparency advocates and some lawmakers.

Pangilinan had urged the commission to open its proceedings to the public. “Do not test the people’s desire to know the truth. Baka magising ang mga miyembro ng ICI bukas at nagra-rally na ang tao sa harap ng mga bahay ninyo (The ICI members might wake up tomorrow to find people already holding a rally in front of their houses).”

Since its creation on September 11, the ICI has kept its proceedings behind closed doors. Media access has been limited to press releases and briefings by the ICI spokesperson. Journalists are not allowed to conduct ambush interviews with members of the commission.

Before the creation of the ICI, separate investigations were being conducted by the House of Representatives and the Senate. The House has concluded its hearings, while the Senate has suspended its probe pending the appointment of a new blue ribbon committee chairman.

Senate President Pro Tempore Ping Lacson has expressed openness to retaking the committee, following calls from his colleagues. Senate President Tito Sotto said he is “100% sure” Lacson will lead the powerful panel once again.
