PBBM signs ARAL Act into law

President Ferdinand Marcos, Jr. on Friday signed Republic Act No. 12028, also known as the Academic Recovery and Accessible Learning (ARAL) Act, at the Ceremonial Hall in Malacañang Palace.

The ARAL law aims to establish a free national learning intervention program designed to assist struggling learners in catching up with the required standards for their grade levels.

The legislation will utilize teachers, para-teachers, and pre-service teachers—students enrolled in teacher degree programs offered by Teacher Education Institutions—to support learners facing challenges, particularly in Reading and Mathematics for Grades 1 to 10, as well as Science for Grades 3 to 10.

The program will specifically target K to 10 learners who have returned or are returning to school after a break, those who are below the minimum proficiency levels required in reading, mathematics, and science, and those who are failing examinations and tests as assessed by their teachers throughout the school year.

For Kindergarten learners, ARAL Program will concentrate on developing foundational skills to enhance their literacy and numeracy competencies.

According to the Department of Education (DepEd), tutorial lesson sessions will be conducted in three flexible delivery modes: face-to-face tutorials, online tutorials, or a blended learning approach.
