DPWH records show the flood control project was supposed to be completed in June 2024, but according to officials, construction only began in August 2025
BULACAN, Philippines – Department of Public Works and Highways (DPWH) Secretary Vince Dizon on Thursday, September 4, inspected a P96.5-million “ghost” flood control project in Barangay Sipat, Plaridel, Bulacan.
DPWH records show the project was supposed to be completed in June 2024, but according to Dizon, barangay officials, residents, and the project foreman, construction only began in August 2025.
